Indra Group reaffirms its commitment to Ukraine and supports the future reconstruction of its air traffic systems and the protection of its critical infrastructure
Indra Group will conduct a study, funded by the Government of Spain through a FIEM loan, to assess the state of the air navigation infrastructure affected by the conflict, define the future technological architecture and identify the investments required for its commissioning
It has also signed an alliance with Ukrainian air navigation service provider UkSATSE to establish a framework for cooperation and support the renewal of the country’s air traffic management systems through advanced communications, navigation and surveillance solutions

Indra Group strengthens its commitment to Ukraine and its position as one of the main technology partners for its reconstruction in areas such as the modernization and protection of strategic infrastructure
Indra Group has signed a memorandum of understanding (MoU) with Ukraine’s air navigation service provider, UkSATSE, with which it was already collaborating, to establish a framework for strategic cooperation aimed at supporting the recovery, modernization, progressive reactivation and digitization of Ukraine’s air traffic management (ATM) systems when geopolitical and security conditions allow for the gradual reopening of its airspace. The cooperation also seeks to strengthen the long-term resilience of Ukraine’s air navigation infrastructure.
Juan Ramón Hernández, Chief of Staff of Indra Group, and Raúl Martín, International Director of Air Traffic at Indra Group, signed the agreement with UkSATSE in the presence of Carlos Cuerpo, first vice-president of the Government of Spain and Minister of Economy, Trade and Business, during the 2026 Spain-Ukraine Business Meeting organized by ICEX.
The partnership provides for collaboration between the two organizations to upgrade the country’s air traffic control and communications, navigation, and surveillance (CNS) systems, including next-generation radars and technological solutions. The future technological architecture will be jointly designed in accordance with European standards and interoperability requirements for air traffic management (ATM), facilitating Ukraine’s long-term integration into the European aviation network.
Despite the ongoing war, Ukraine has managed to preserve the institutional and technical capacity of its air navigation service provider, creating a solid foundation for future recovery and the gradual reopening of its airspace.
Indra Group will also carry out a framework study funded through a loan from the Corporate Internationalization Fund (FIEM), which comes under the State Secretariat for Trade and is managed by ICO. This study will serve as a strategic roadmap for the future recovery and modernization of Ukraine’s air navigation infrastructure, making it possible to assess the state of the country’s air navigation infrastructure, define the technological needs of the future system and identify the priority investments required for its recovery and modernization, as well as initiatives for training, knowledge transfer and the development of interoperable solutions with the highest levels of security and cybersecurity.
These initiatives also aim to strengthen institutional cooperation, capacity building and the exchange of European best practices in air traffic management.
In addition to signing these agreements, Indra Group is taking part in the Spain-Ukraine Business Council, while executives from its Defence, Air Traffic, Mobility and Space businesses are holding meetings to analyse collaboration opportunities with various institutional and private stakeholders.
In addition, Javier Cuenca-Bua, Indra Group’s Counter-Drone (C-UAS) Protection Expert, is taking part in the round table on “Protection of critical infrastructure”, together with representatives of Ukraine’s national railway transport company (Ukrzaliznytsia), Ukraine’s air navigation service provider (UkSATSE), energy company (Ukrenergo) and the country’s Office for Energy Infrastructure Recovery (DTEK), moderated by Pedro Duque, Chairman of Hispasat, an Indra Group company.
Strategic technology to drive Ukraine’s transformation and protection
The agreement with UkSATSE comes in the wake of other initiatives, including the accord that Indra Group recently signed with the National Platform of the Three Seas Initiative – Ukraine to promote the modernization of its strategic and dual-use infrastructures. This collaboration provides for the digital transformation of the country’s rail transport and its integration into the trans-European transport and logistics network, as well as the development of innovative projects in the rail, air, and maritime sectors, plus security and space, with the aim of contributing to Ukraine’s economic recovery and its integration into Europe.
The Spanish Ministry of Defence has also commissioned Indra Group to supply Ukraine with a Lanza LTR-25 long-range tactical radar to improve the country’s surveillance and air defence capabilities. This state-of-the-art solution is able to detect and track multiple targets over long distances in highly complex environments. The extensive agenda pursued by Indra Group at the Spain-Ukraine Business Meeting demonstrates its commitment to Ukraine and strengthens its role as a technology partner for Ukraine’s reconstruction, contributing to the development of more resilient, sustainable and interoperable infrastructure, aligned with European standards and ready to boost the country’s economic recovery, connectivity and security.
