Indra Group and The Three Seas Initiative - Ukraine (3SI UA) have signed a memorandum of understanding (MoU) to promote technological cooperation and the development of innovative projects aimed at supporting the modernisation of Ukraine’s strategic and dual-use infrastructures, with a particular focus on the digital transformation of transport and mobility.
Andriy Smorodin, President of the National Platform "Three Seas Initiative – Ukraine", Honorary Professor of the National Technical University "Kharkiv Polytechnic Institute", and Raúl Ripio, Senior-Vice President of Mobility Business at Indra Group, signed this strategic agreement during the Global Mobility Call 2026, one of the leading international events on sustainable mobility, held in Madrid.
Through this alliance, the organisations are establishing a framework for collaboration to promote scientific and technological cooperation, the development of joint innovation projects, and the creation of new opportunities for the exchange of knowledge, experience and capabilities between the two companies.
As part of this collaboration, Indra Group will contribute its expertise in advanced technologies such as Intelligent Transport Systems (ITS) and digital solutions for the rail, air and maritime sectors, as well as in key areas such as security, mobility and space programmes.
The aim is to support Ukraine’s integration into the Trans-European Transport Network (TEN-T) and strengthen its connection to international logistics chains, particularly with the Baltic countries. Indra’s experience in deploying advanced rail management technologies in countries such as Lithuania and Estonia will contribute to this goal.
The alliance with The Three Seas Initiative also envisages training and capacity-building initiatives for professionals in the technology sector, joint participation in national and international innovation programmes, the exchange of specialised knowledge, and collaboration with academic institutions and international organisations.
“This agreement marks a historic step in strengthening cooperation between Ukraine and Spain and opening a new chapter of technological collaboration. We need to join forces, share knowledge and draw on the experience of leading companies such as Indra Group and on Ukraine’s own experience to promote innovative solutions that will enable us to modernise our transport systems, enhance our resilience and build the infrastructures of the future together”, said Andriy Smorodin, President of the National Platform "Three Seas Initiative – Ukraine", Honorary Professor at the National Technical University "Kharkiv Polytechnic Institute".
“This signing reinforces our view of technology as a key enabler for the modernisation of critical infrastructures, such as major rail and logistics corridors capable of connecting territories, bringing people closer together and promoting sustainable economic development. At Indra Group, we will bring to The Three Seas Initiative our solid experience and leadership in digital solutions for rail, air and maritime transport, which will help drive projects with a real impact on mobility in Ukraine”, said Raúl Ripio, Senior-Vice President of Mobility Business at Indra Group.
In addition, under the agreement, both organizations will work to facilitate access to financing and attract investment from international financial institutions, contributing to the development of technological projects and infrastructures that accelerate Ukraine’s economic recovery and competitiveness. Through this initiative, Indra Group reinforces its commitment to developing innovative technological solutions that help build safer, more sustainable and more efficient infrastructures, supporting the digital transformation of sectors that are critical to economic growth and to Ukraine’s connectivity with Europe.
