Indra strengthens global smart mobility leadership with Australia’s North East Link tolling Back Office System contract

Indra will deploy the back office capabilities that support tolling system operations, optimising the management of customer relationship processes, as well as commercial and operational areas
The new infrastructure will deliver significant mobility benefits, reducing congestion, removing thousands of heavy vehicles from residential streets and cutting travel times between different areas of Melbourne by up to 35 minutes
Indra is consolidating its position as a technology partner of reference for the development of advanced mobility solutions and intelligent tolling systems after being selected to supply the Back Office System (BOS) solution for the Toll Collection Capability (TCC) project of the North East Link State Tolling Corporation (STC), contributing its international experience in complex projects aimed at improving operational efficiency, user experience and the sustainability of transport infrastructure.
The North East Link (NEL) project is the largest road project ever undertaken in the state of Victoria, Australia, and will complete the missing link in Melbourne’s orbital freeway network between the M80 Ring Road and the Eastern Freeway (M3). The new infrastructure will include twin 6.5-kilometre tunnels with three traffic lanes in each direction, the longest built to date in the state. North East Link is scheduled to open in 2028.
As part of the project, Indra will provide the technology and system capabilities that underpin toll collection operations, enabling the efficient management of customer service, commercial and operational processes that are essential to the overall tolling ecosystem, thereby contributing to smoother traffic flow. The company is committed to providing technologies that combine reliability, operational efficiency and flexibility, adapting both to the needs of infrastructure managers and user demands.
With its BOS solution, Indra is contributing to the NEL project’s objectives of delivering major benefits for the Melbourne’s road network and the community, removing up to 15,000 trucks off local roads each day. The new system will reduce travel times between Melbourne’s north and east by up to 35 minutes.
The North East Link also includes Melbourne’s first dedicated busway and more than 34 kilometres of new and upgraded walking and cycling paths, improving connectivity for commuters, freight operators and the wider community.
From a technological standpoint, this new freeway is one of Australia’s most advanced road projects, as it also features integrated intelligent transport systems (ITS) and specific cybersecurity measures for operational technology.
As part of this landmark project, STC will establish a flexible and scalable tolling platform, capable of supporting North East Link operations while creating opportunities for future toll roads and evolving transport needs.
Its design ensures the effective and efficient collection of toll revenue, while meeting legal and regulatory requirements, responding to customer expectations and enabling innovation in tolling practices. The programme brings together roadside technologies, back office systems and supporting information technology services in an integrated end-to-end solution.
The award highlights Indra’s proven expertise in implementing complex, mission-critical systems that combine operational excellence with customer-centric design. With this project, the company reinforces its commitment to the North East Link State Tolling Corporation through the deployment of a modern tolling solution, ready to serve Victoria’s transport network in the coming years.
Indra has extensive experience in delivering technology-driven transformation programmes and implementing critical operational systems across a range of infrastructure sectors. The company looks forward to working closely with the project stakeholders to deliver a secure, resilient and future-ready BOS solution.
In addition, the company has other similar projects in the field of intelligent tolling systems and connected mobility, having implemented its technologies on more than 3,300 roads in 20 countries, managing more than five million daily electronic tolling transactions, and offering advanced solutions for manual, automatic, dynamic and free-flow tolling models.
Indra’s platforms incorporate advanced artificial intelligence, deep learning and cutting-edge technologies to improve traceability, security and operational efficiency in collection systems. The company’s technology already contributes to the intelligent management of some of Colombia’s most important road corridors, consolidating Indra’s leadership in the development of sustainable and digital mobility solutions worldwide.
